I have a city that says it is "under attack" and therefore the wall can't be built... however - it is now over 24 hrs and no attack has happened...

So, it also seems the other player had troops under construction when I took the city and those units are part of a ghost army - not under his control... and since there are enemy troops present - I can't get my walls to go up.

Also, the orphan unit feature does not find these units it seems...
